THE RESILIENCE PRINCIPLES FOR EDUCATION OF THE COUNCIL OF EUROPE

Resilience strategies are an integral part of the strategic vision of a community, and as such they imply a political choice in terms of priority setting, resource allocation, etc.

Such strategies for education in times of emergencies and crisis need to be “inspired” by specific principles, aimed at ensuring quality education at times of emergencies and crisis.

The principles proposed in this section have been co-produced by experts and participants to the Focus Working Group on the education at times of emergencies and crisis through specific focus groups, but also sensemaking of the extensive acquis of the Council of Europe on the matter, as
well as taking lessons and inputs from the work of other international organisations working on different crisis and emergency contexts.

Building resilient educational ecosystems is thus highly linked with the promotion and application of the Resilience Principles for Education of the Council of Europe that support the evaluation of the resilience of educational ecosystems with a multilevel governance perspective.
